Tokyo University of Marine Science and Technology (TUMSAT) has conducted an interdisciplinary practice-oriented research and an activity of social contributions responsible for research and collaboration with industries, ministries, local authorities and industrial cities. The OLCR was reorganized in April 2009, and tasks have been launched, which includes three divisions: Fisheries-Maritime-Area Collaboration Division, Intellectual Property and Legal Affairs Division and Innovation Platform for Fisheries and Marine Technology Division. These divisions promote an industry-university-government collaboration, the management of intellectual properties and related activities such as liaison with industry-university one-stop service and regional innovation.

Management Organization of The OLCR

Purposes

  • To promote industry-university-government collaboration by using the intellectual resources owned by the University, the activation of the related industries on marine science and technology, and innovation on the regional industries in Japan.
  • To promote technology transfer, clarification and management of IP attribution utilized in the society, education, human resources development and support for venture businesses and matching to corporate needs.
  • To develop educational seminar and lecture activities in order to strengthen the technological force and contribute to innovation on the regional community.
  • To develop public relations in order to promote and support exchange between academic and industrial circles through ensuring compliance and between academic people and people in the local area and PR.

 

Fisheries-Maritime-Area Collaboration Division

Fisheries-Maritime collaboration offers to promote collecting university's resources and results in growth of advanced study. Solving a multidisciplinary technical problems leads to driving force for regional/area community innovation. Promoting of technology consultation and support for cooperation projects with local authorities and/or financial institutions. Utilization in the society is emphasized from the viewpoint of open-door university playing a role on promoter of economy, industry and quality of lives. 
Intellectual Property and Legal Affairs Division

Intellectual Property and Legal Affairs Division promotes the management of IP acquisition such as the patenting of inventions by researches and the effective utilization of IP in the society through technology transfer with reducing dead storage. Accordingly, the Division promotes industry-academia-government/local authorities collaboration and sustainable reinforcement of industries related to fisheries, food, environment, logistics and maritime affairs.
Innovation Platform for Fisheries and Marine Technology Division

TUMSAT has been promoting an one-stop liaison, Innovation Platform for Fisheries and Marine Technology (ipFM) as a new matching system. This brings cooperation of the needs from the industry and the seeds, such as the results of research and patents, from all over the country. A new concept was proposed as the ipFM to the Project for the Strategic Development of Industry-University-Government (I-U-G) Collaboration of the Ministry of Education, Culture, Sports, Science and Technology (MEXT), and the region of Promotion of Distinctive Projects adopted our concept on June 23, 2008. We began implementing the 5-year plan delegated by the MEXT in 2008. The distinctive industries and public research institutions gather at the ipFM with their requests and meet their appropriate partner.We act as a coordinator between local industries and researchers all over the country, and contribute to develop new products and create new business.
Marine Biotechnology Innovation Center


The MBIC is organized as one of the chief research departments in TUMSAT. It aims to promote the project of ‘Marine Biotechnology Innovation’ (with three cooperative research partners: Nippon Suisan Kaisha, Ltd., KAMIHATA FISH IND. LTD., MITSUI ENGINEERING & SHIPBUILDING CO., LTD.), which was adopted in 2007 by Ministry of Education, Culture, Sports, Science and Technology, as one of the projects supported by regulatory research expense for scientific researches on “Development of Bases for Creation of Innovation in Advanced Integrated Scientific Fields”. We have the following three projects; 1) Development of seed production systems using surrogate broodstock produced by germ cell transplantation, 2) Development of onshore aquaculture systems using the most advanced eco-engineering technology, 3) Development of pen-free offshore aquaculture systems using biointeractive autonomous underwater vehicles.

 

Recently, we were required to create a technological innovation. The concept evolved from the premise that existence of public research institutions, such as, universities, are put into question as on how much contribution they make to the society. The university is expected to “give-back” to the society. Small- and medium-sized enterprise as well as venture company do not have the capacity to finance long-term business strategy and to develop new products. These business entities want to utilize basic research output of the university. The university also needs assistance from private companies in order to transfer its research output to the society. The essence of industry-university collaboration works this way. There is a wide range of needs and the technical seeds scattered all over the nation, thus, how all these can be connected seems very difficult. Moreover, problems might arise as to whether the industry and the university could find its appropriate partner while there is a pressing demand for industry-university collaboration (Fig. 1).

Therefore, construction of a “Meeting Place” for the industry and the university to solve such problems stated above is a pressing need. We first considered the variety of needs from the industry and the researchers in various fields. If these elements are scattered all over the place, it is not realistic to construct a meeting place for all fields. Technical field and the industry needs should be specified. Fishery resources are one of the valuable properties of maritime nation Japan. There are many industries all over the country that utilize fishery resources but many of them are small- and medium-sized enterprise. Fisheries-related industries are locally based and support local economy and their management base is weak. Therefore, we have proposed and started a one-stop liaison, “Innovation Platform for Fisheries and Marine Technology” as a new matching system (Fig. 2). Fisheries-related industries cover a broad range of areas, from traditional knowledge and skills, like fishing methods, to advanced science and technology. These distinctive industries and public research institutions, such as universities, all over the country gather at the “Innovation Platform for Fisheries and Marine Technology” with their requests and meet their appropriate partner. This project acts as a mediator between local industries and researchers, helps to develop new products and create new business.
